A Framework Built on
Rules, Not Promises

LifeRegistry operates under a formal rules-based governance framework. This ensures clarity, fairness, and consistency for every member.

Our Approach

Governance Philosophy

LifeRegistry is governed by rules, not discretion exercised in isolation. While discretionary decisions exist within the framework, they are always:

Guided by published rules
Subject to eligibility criteria
Constrained by available reserves
Applied consistently to all members

This approach prioritises long-term stability over short-term reassurance.

All members are bound by the Registry Rules.

No informal statement, marketing copy, or verbal explanation overrides the published Rules. The Rules are the sole governing authority.

Rules are the primary authority

Primary Authority

The Registry Rules

LifeRegistry operates under a published set of Registry Rules. They define everything.

Bounded Discretion

Discretion Within Rules

LifeRegistry exercises discretion only within the boundaries set by the Registry Rules.

What Discretion Does NOT Mean

  • Does NOT create entitlement — Eligibility is not a promise
  • Does NOT override published limits — Caps are firm
  • Does NOT guarantee outcomes — Each case assessed independently
  • Does NOT establish precedent — Past decisions don't bind future ones

"Each discretionary decision is assessed independently based on the circumstances at the time."

No two cases are identical. No precedent is set.

Registry Governance Principles

Eligibility Governance

Eligibility is governed strictly by:

  • Time-based membership duration (moratorium periods)
  • Compliance with Registry Rules (ongoing adherence)
  • Completeness of required documentation (when applicable)

Critical: Eligibility status does NOT guarantee a discretionary contribution. Eligibility establishes only that a request may be considered.

Financial Discipline

All decisions are constrained by:

  • Pooled contribution health — overall financial position
  • Available reserves at the time — current funds available
  • Long-term viability of the Registry — future sustainability

LifeRegistry does not compromise the integrity of the pooled framework for individual cases.

Separation of Functions

Conflict of Interest Management

Administrative Operations

Running the Registry day‑to‑day

Discretionary Decision‑Making

Considering contribution requests

What does NOT influence decisions: Length of membership, amount paid, personal relationships, or external pressures. The Digital Vault (included with every membership) does not affect eligibility or discretionary outcomes.

Authority Boundaries

No Individual Authority

No individual has authority to:

  • Promise outcomes — Only the Rules govern
  • Guarantee contributions — Discretion is fundamental
  • Override Registry Rules — Rules are primary authority
  • Create exceptions — No special treatment for anyone

This applies to members, staff, representatives, and third parties. Only formal governance processes as defined in the Rules apply.

How Decisions Are Made

Decision-Making Process

01

Eligibility Status

Based on membership duration and compliance with the Registry Rules. Moratorium periods strictly observed.

02

Compliance & Documentation

Member must be in good standing. Complete and accurate evidence supplied where required.

03

Reserves & Sustainability

Available funds and the long-term health of the pooled framework are considered before any decision is made.

LifeRegistry may request supporting documentation before making a decision. No discretionary decision creates precedent for any future case.

Evolving Framework

Rule Amendments

LifeRegistry reserves the right to amend Registry Rules where necessary.

Reasons for Amendments

  • Protect sustainability — Ensure long-term viability
  • Reflect operational realities — Adapt to practical needs
  • Address unforeseen risks — Manage new challenges
  • Improve clarity — Enhance member understanding

Amendment Principles

  • Communicated transparently — members always informed
  • Apply prospectively — going forward only
  • No retrospective entitlement — past membership unaffected
